Owner of International BVBA. Working as a self-employed interim manager, consultant and project director on the following assignments over the last 10 years:

March 2009 – January 2011: Federal Agency for Nuclear Control (FANC), Brussels, Belgium
Interim Director (independent contractor via Robert Half Interim Management)
I was initially appointed on 23/3/2009 as project manager for the implementation of a new monitoring network (including data communication, measurement stations and central ICT systems) for measuring the radiological condition of the Belgian Territory and was given in addition responsibility for a project to create a new central information system and execute the re-design of the business processes of the agency. In October 2009, I was also appointed as Interim Director responsible for the department Health and Environment with a staff of 42 employees .This department is responsible for the protection of the public, workers and patients against the risks of ionizing radiation, monitoring the radiological condition of the Belgian Territory and the organisation of the Nuclear Emergency Response Planning in cooperation with the central governmental crisis centre. I fulfilled this role until 1/9/2010 to cover the recruitment period of a new permanent director.
October 2008 – March 2009: Silliker Group Corporation, Lyon, France
Interim European ICT manager (independent contractor)
Interim ICT Manager for the operations of Silliker in Europe. In charge of establishing proper management of the European ICT department and getting key ICT projects back on track during the recruitment phase of a new permanent ICT manager. One of the key projects was to introduce on all European sites a common laboratory software to keep track of food samples and their biological and chemical analysis results which would be linked to SAP for invoicing and order processing.

March 2007 – July 2008: Fenwal Inc., Brussels-Belgium/Chicago-US/Brno-Czech Republic
Transition manager (independent contractor via Robert Half Interim Management)
Transition Manager for the EMEA region of Fenwal Inc. Fenwal Inc. is the market leader in blood transfusion technologies after a divesture from Baxter in March 2007. After the divesture only the sales and marketing operation of Fenwal was separated from Baxter in the EMEA region. Target was to ensure before March 1st, 2008 a stand-alone organisation and new business processes in the EMEA region for Sales, Marketing, Logistics (warehouses and distribution), Customer Services, Technical Service and Finance.
The complete transition project was executed in cooperation with a global transition team based in the US (headquarters of Fenwal Inc.).
Developed detailed business processes description for Customer Service and Supply Chain operations and supported the implementation into SAP for these processes. Provided training before Go-Live date to Customer Services staff and managed the hand-over from Baxter to Fenwal customer operations.
In parallel managed the deployment of a complete new office infrastructure for the EMEA region in 13 countries and new headquarters for the EMEA region based in Belgium (Mont St. Guibert) fully operational on August 1st, 2007.

August 2006 – January 2007 : Quentris, Brussels
Interim manager (independent contractor via Robert Half Interim Management)
Responsible as interim sales manager at Quentris NV/SA. (Quentris is a subsidiary of the Suez Energy Services group in Belgium and is the centre of competence for system integration of voice, data and video networks). The executed tasks involved the restructuring of the sales department and bringing the sales team back to their monthly sales targets. Realised accuracy of +/-2% of the monthly sales forecast and increased the average order intake per FTE by more than 80%. Managed on a daily basis the sales and marketing team of 8 persons.

January 2006 - June 2006: Rabion Consultancy, The Netherlands

Developed and provided training courses to staff of mobile operators in The Netherlands and Belgium on mobile networks. Emphasis of the training courses was on the planning and operation & maintenance processes and procedures.

December 2003- November 2005: Ministry of ICT, Amman, Jordan
Program Manager (independent contractor)
Appointed as senior program manager reporting to the Secretary General and the Minister of Information and Communications Technology in Jordan for the implementation of a 3-year programme to establish a national broadband communication network interconnecting 8 public universities, 3200 public schools, 23 community colleges, 75 knowledge stations and two national data centres. The first phase of the program interconnecting the 8 public Universities was finalized on June 2004, on time and within budget. This network was inaugurated by His Majesty King Abdullah II of Jordan on September 13th, 2004. The short time-frame was achieved by strict program management and daily hands-on project management.
After completion of the University network executed the full program and project management of the second phase to interconnect 3200 public schools with a broadband IT-network. Responsible for the full implantation of the first two modules (out of 8) of the second phase to connect 305 public schools in the Greater Amman Municipality and Aqaba (special economic zone authority).
Augustus 2002 – December 2003: Fabricom SA, Brussels

Interim management within several divisions of Fabricom SA to ensure on time delivery of projects and perform trouble shooting of several projects in order to obtain customer acceptance.
June 2002 – July 2002: GIMV and CRIL Telecom Software, Antwerp, Belgium

Product development, commercial and operations audit of CRIL Telecom Software based in Paris. GIMV was one of the shareholders questioning the need for continuation of financial participation and the demand for increase in working capital. Report of recommendations was handed over to GIMV and presented during the annual shareholder meeting in Paris on the demand of GIMV and CRIL. CRIL is a supplier of network planning software tools

March 2002 – June 2002: Volker Stevin Netwerk Bouw, Amersfoort, The Netherlands

Assistance to the Volker Stevin group in the bidding process for the roll-out of a paging and direction-location finding network in the Netherlands..

July 2001 – September 2001: Rabobank and Future Telecom, Utrecht, The Netherlands

Businesses Case analysis for Rabobank to act as a major investor in Future Telecom for the UMTS infrastructure sharing between several mobile operators in The Netherlands. A full financial model was developed and handed over to Rabobank and Future Telecom.

Preparation of the UMTS radio network rollout in Belgium and the Netherlands. Contract preparation for future suppliers. Performed site-acquisition coordination, arranged definition of design and engineering standards. Defined required rollout procedures and processes.

October 2000 – December 2000: Global Crossing - Pan European Crossing, Europe

Project manager for the implementation and complete rollout of a Pan-European Voice over IP (VoIP) network for Global Crossing with service points in Amsterdam, Copenhagen, Brussels, Paris and Frankfurt up to hand-over to the Operations and Maintenance department based in London (U.K.)

Project manager for implementing successfully two key customers contracts (Telecom Italia and Deutsche Telekom) on the Pan-European network of Global Crossing for transmission services in seven (7) European countries.

As Project Director in charge of the complete optical fibre network rollout of Global Crossing in France for the routes Lille-Paris and Paris-Strasbourg. March 1998- May 1999: KPN Orange Belgium nv/sa, Brussels, Belgium
Senior Manager
I was appointed by the Board of KPN to act as senior manager to execute the rollout of the network for KPN-Orange (the third mobile operator) in Belgium. The mandate included the entire deployment of the radio network (1755 sites), covering supplier selection, contractor negotiations and contract management, network planning, site acquisition management, management of main- and subcontractors for the construction and implementation of the network and management of the handover of to Network Operations.
Overall responsibility included annual OPEX budget of 8 million Euro, CAPEX of 170 million Euro and final staff headcount of 250 persons (April 1999). Organised and executed the establishment of a main office for KPN-Orange in Brussels and the set-up of three regional offices in Antwerp, Namur and Gent to support the network rollout.

April 1997-March 1998: KPN Telecom, Mobile Network Services, The Hague, Netherlands
Bid manager /Senior Consultant International Projects
Responsible as Bid Manager or Senior Consultant for international business development projects on behalf of KPN Mobile:

License acquisition 3rd mobile operator in co-operation with Orange Plc.
Responsible for the business case, network planning and network rollout preparation. At the final stage appointed as the Principal Bid Manager on behalf of KPN and successfully completed the bid submission to the Belgian government, finalised the consortium agreement and organised the initial start-up of the joint venture between KPN and Orange Plc. in Belgium.
