Recruited to assume control of the most complex IT organisation in the Belgian Health public sector which was over budget, understaffed, behind schedule, and undisciplined.

Manage 120 employees and oversee a € 35 million budget to research, plan, install, integrate and maintain hardware, software and networks to support 2.000 internal and external customers in Belgium. Permanent member of the INAMI-RIZIV Management Committee and key contributor to the INAMI Corporate Strategy.

Conduct strategic planning including system upgrades, and capital, operating and line item budgets. Develop projects, execute ROI analysis, and negotiate/review contracts. Control departmental purchasing and resource management. Track expenses and maintain budget integrity. Produce management and staff reviews, determine salary increases and payroll budget.

Implement a project management culture, lead projects teams, and manage project portfolio to direct teams handling internal and client hardware and software installation. Perform system reliability analysis and cost justifications on system replacement.
