The set up of a European headquarter in Brussels over the last two years allows the company to create additional added value thanks to streamlined procedures and synergies.
Within this centralization process, as Interim Manager in charge of the Credit & Collection department and a team of 8 people, my mission is to propose, articulate and implement business processes in order to reach specific profitability objectives:

Define & update individual job descriptions and objectives
Enhance people management
Improve professionalism, initiative and result oriented philosophy

Induce credibility from third parties
Set procedures (credit limits, credit terms, doubtful accounts, reminders…)
Develop timely, accurate, coherent reporting (as per both legal entities and end user markets; metrics)
Externalize functions requiring specialized expertise (credit insurance, financial data banks, legal proceedings, public markets overdue collection)
Entice other department to update processes affecting directly the department’s performance (cash transfer management, customer master file maintenance, process for issuing credit notes)

Objectives were exceeded, as can be seen from the comparison of the December 2002 / July 2003 figures: As outstanding increased from € 62.0 MM to € 67.4 MM, overdue decreased from 37% (€ 23 MM) of outstanding to 21% (€ 14 MM); the objective was 25%.

Job Description:

Scope: Subsidiaries and representative offices of the Pharmaceutical sector in the Asia Pacific region, with the exception of Japan; Pharmaceutical activities of multi sectorial companies in the Asia Pacific region. Turnover: ± 60 million Euro. Headcount: ± 1.000
Nature: To organize, manage and maintain an efficient accounting, reporting, control, legal, fiscal and cash management system in the Asia Pacific region, in line with both sectorial & corporate policies and procedures, and local legal requirements, in order to contribute to the achievement of the region’s sales and income objectives.
To assist the Corporate Financial Management and Sectorial Controller (Brussels) in major local financial projects and operations.
To provide management supervision and guidance to the local subsidiaries & affiliates in Finance & Administration matters.
Major accountabilities:

1. To provide Management supervision and guidance to reporting controllers within affiliate and Corporate Human Resource policies and guidelines. To ensure skill upgrade when necessary. To contribute to the formulation of annual objectives in the following areas: accounting, reporting, internal control procedures, fiscal management, cash management.

2. To advise General Management on local business opportunities and projects. To assist the Corporate Financial Management and Sectorial Controller in major local financial projects and operations.

3. To insure the timely delivery of the financial statements to both regional headquarters in Kuala Lumpur and corporate headquarters in Brussels. To analyze and interpret internal reports (5-year plans, budgets, forecasts, and capital investment programs), financial statements and legal and statistical reports. To review and monitor actual monthly performance against budget & prior year on an on going basis. To initiate internal audits as may seem necessary. To maintain & update written Group and local procedures.

4. In line with the sectorial and corporate fiscal strategy and with the assistance of external tax consultants if necessary, to supervise tax and fiscal issues. To make recommendations on specific tax issues to the corporate tax department in order to minimize tax outlays.

5. To plan, direct and control short and long term cash management practices. To make recommendations to the corporate cash management department. To streamline bank relationships as per corporate requirements. To implement and supervise an appropriate credit management policy.

6. To ensure implementation and timely renewals of contracts covering major clients and suppliers relationships. To ensure that insurance contracts are properly taken to cover major business risks, in line with corporate policy.

Job Description:

Management of the financial, legal, fiscal, administrative and EDP activities of the UCB group in France
To that effect, supervision of the accounting, management control, Treasury, EDP, and Export departments.

Main achievements:

Reorganization of the activities of the 7 existing companies in France. Specialization and focus on commercial, industrial and service activities. Creation of a new company, owner of all the industrial assets. Phasing out of other companies.
Upgrade of MFG PRO accounting package (from version 7.3G to version 8.6E, Euro proficient).
Change of distribution partner (storage and distribution of pharmaceutical products): set up and negotiation of a new contract. (1.7MM Euros / year; savings of 0.15 MM Euros / year)
Restructuring of EDP department with partial externalization
Replacement of outdated Minitels for the medical representatives by lap tops (300 people); negotiation and implementation of a contract for hardware renting, Hot line services and logistic management.
Introduction of a second supplier and of a new bidding system for the medical representatives leased cars leading to substantial yearly savings (10% of budget)
Subsidiary capital increase (5 MMFF)
Analysis of the transfer price system of the group for the pharmaceutical products
Negotiation of tax back payments linked to extraordinary contributions demanded from the pharmaceutical industry by Minister Juppé
Optimization of specific tax issues (advertising tax / research tax credit)
Modification of the contract allowing the personnel to share in the company’s results
