ICT RELATED EXPERIENCE

2005-now: Director, a privately owned consultancy firm on program management and human cooperation

2011 ICT development of the rental website ruimtevoordewijk (technique: PHP, HTML, MySQL) 3. The website enables contact between suppliers and customers of 'rooms (for rent)'. De website is currently available as a test-version and will be available for pilot users from November 2011 (ruimtevoordewijk/testversie/).

2006/2007 Program management. Definition of a program for the Dutch province of Zeeland, aiming at the development of a provincial wireless network (called 'Draadloos Open Zeeland'). A new infrastructural design was made in close cooperation with a complex group of stakeholders and a feasibility study was carried out at the same time. Central themes were 'regional (wireless) ICT-network solutions', 'security and reliability', 'impact on peoples health', 'economical en social feasibility' and 'organising the demand for network services'. The resulting programming document currently still serves as a reference for the development of wireless solutions in Zeeland.

2006 Program manager. I reorganized the ICT program of the municipality of Venlo. The ICT program became disorganized with far to many projects, due to the municipalities participation in the so called 'Andez-2' project (= tender for a mid-office system). Central theme's were 'mid-office', 'desktop upgrades', 'ICT implementation of new legal requirements for issuing permits', 'digital land-use plans', 'regional and country-wide interface for geographical information', 'tokens for network security', 'design of application architecture and application interfacing (Stuf)', implementation of cadastral information systems and the introduction of hand-held s and PDAs.

2000-2001 Line manager for an ICT department of the municipality of Utrecht (annual budget around 8 mio Euro). Interim management assignments in cooperation with Pink Roccade. Accomplishments:
- Raising the service level of the department and closing Service Level Agreements with (internal) clients.
- Expanding the fibreglass networking infrastructure to the nearby municipality of 'Vleuten en de Meern'. Including
- contracting of cable infrastructure builders and the procurement and configuration of network equipment.


1997-2000 Line manager for an ICT department of “SNV Dutch Development Organization”, part of the the Ministry of Foreign affairs (SNV is presented in 28 countries around the globe). International and highly multicultural environment. Achievements:
- Program management of an organization-wide ICT improvement program. Successful delivery of SAP en internet technology around the globe.1
- Build and professionalize the central ICT department in the Hague. Focus on team building and competence development.

1995-1997 Director of business Unit “ARIA” for ICT company Netsys BV. Accomplishments mainly on the crossroads between ICT and business management:
- Successful consultancy assignments on the organization of ICT management for municipalities like Roermond, Veldhoven and companies like Hermans International and publisher Keesing.
- Improvement of Information security and security awareness for several clients (among them the municipality of Amsterdam).
- Lecturing and designing lectures for ICT professionals.

1994-1995 Director, Software & Electronica. My own private company aimed at developing software and electronic circuitry mainly for multimedia purposes. I wrote object oriented code in Delphi as part of applications for editing audio data and (real time) processing of measurement data.

1990-1992 Project coordinator and developer of software and electronics for Revalidation centre 'het Roessingh' and the University of Twenthe. Development of medical electronic circuitry and (embedded) software (using Turbo Pascal as a programming language).

OTHER EXPERIENCE (non-ICT, related to human cooperation)

2012 Consultancy for a Water Board. Formulating cooperation strategies (ongoing assignment)

2006-2012 Development of a conceptual framework called “De Aggregatiemens” for evaluating interventions in human cooperation (or in group behaviour) more rigidly and more broadly. By integrating all relevant aspects of group behaviour in a limited set of concepts, a more professional guidance of human cooperation is enabled. This framework is already published as an e-book in Dutch (aggregatiemens) and is in the process of being tested for applicability on cooperation amongst municipalities. Testing is in close cooperation with the ministry of internal affairs of the Netherlands.

2009-2010 Quartermaster for Multifunctional buildings (MFCs). Building on my experience in the municipality of Eindhoven, I was quartermaster for several MFCs on behalf of municipalities like Haarlem, Hilversum and Heerhugowaard. In this role, I also gained Grants, as a financial input for the development of these MFCs.

2009 Project manager memorandum of understanding. I negotiated a memorandum of understanding with several cooperative building societies, on behalf of the municipality of Eindhoven. Content of the memo was, the strategic planning of housing for specific target groups like students and internationals.

2009 Quartermaster for an orchestra. I helped to shape the organization and the strategic planning of baroque orchestra CMDH in the Hague. I advised in organizational matters (like steering board and business management) and gave direction by starting new projects (in line with the new strategy) and organizing the funding for these projects.

2008 Quartermaster 'MFC programming'. I helped to shape the programming of Multifunctional Buildings (MFCs) for the municipality of Eindhoven. Core of this organizational role is the start and maintenance of multidisciplinary cooperation in use, management en exploitation of MFCs in Eindhoven.

2001-2005 Senior consultant and team manager for PNO Consultants. Consultancy- and interim services focused on Grant management as well as project- and program management. Examples of assignments:
- Acquiring grants and funding for projects and programs of municipalities like Lelystad, Berkel en Rodenrijs, Haarlem, Gorinchem, Vianen, etc.. Client projects were from al sectors. Acquired sums varied per application and could be several hundred thousands of Euros, up to above ten million Euros.
- Consultancy aimed at optimizing Grant management for municipalities like Berkel en Rodenrijs, Lelystad, en Haarlemmermeer. To this end, sober ICT tools like spreadsheets for reporting and databases for registration have been developed (since many granting bodies have reporting requirements that are outside of common bookkeeping practises).

2002-2004 Interim program management for the municipality of Lelystad, aiming at the development of infrastructure and public space2. For the support of the program management administration, an MS-Access tool was designed and build, containing a full administrative package, including annual program reports.

'92-'93 Innovation consultant at the Twente University in the Netherlands. A one-year full-time study in Business Science, comparable with an international MBA (master), with an emphasis on the management of change.

'89-'90 Physics (one year) at the Twente University in the Netherlands. (propedeuse)

'83-'89 Music piano playing and teaching (Artez Conservatory in the Netherlands).
