· Spearheaded the development and implementation of a nationwide E-Tax System using leading edge E-Commerce technologies. Instrumental system detecting fraud and tax evasion while providing better service to taxpayers. The Italian Finance Minister stated that “…is capable of turning our tax authority into a motor of growth for the economy.”
· Reported to the Head of Tax Commission; Led team of 45 internal IT staff plus 5 consultants
· Advocated selection of technology: a IBM business solution: DB2 Database for OS/390, DB2 Database for NT, Warehouse Manager, and S/390, 1200 MIPS, Parallel Sysplex, 500GB DASD
· Delivered a system comprised of: a massive network with over 3,000 servers for peripheral offices, 15 mainframes, and 40,000 workstations with 4 million daily on-line transactions
· 70,000 staff, 5,000 tax police, and 38M taxpayers were affected by this new technology

· Advised the CIO and the executive board during the acquisition of Telerate (www.telerate.com), a leading provider of aggregation, distribution, and transaction services
· Provided M&A expertise and best practices to consolidate several data centers. Merged technologies; Maintained employee retention; Retrained staff; Provided continuity of service
· Formulated the IT strategic plan, and ensured a smooth transition phase during the M&A

AOL TIME WARNER Inc. (NYSE: AOL) September 1993 – September 1996
CIO - CHIEF INFORMATION OFFICER New York & Sydney

· Totally restructured the IT business of Warner Music (www.wmg.com), a media company with operations in 70 countries, which was firmly entrenched in 1970’s technology. This was a high-pressure turnaround situation. Reported directly to the CEO of the Australasian region
· Led the formulation of a corporate technological strategy to support the rapid business growth in the Asia Pacific region within a framework of strict financial control
· Set objectives/priorities, authorized IT spending and coordinated human resources efforts
· Cut the annual operational budget by 40% over previous years (to $25M)
· Increased performance by 70%-80% of: customer satisfaction, productivity, project delivery
· Negotiated global contracts with software vendors and started a global cost reduction program, which yielded overall cost reductions of 30%
· Directed permanent staff of 50, plus 12 external consultants who rolled-out an enterprise-wide global Executive Information System, based on ORACLE financials suite of applications
· Instrumental in forming a new manufacturing entity in partnership with EMI Music & Sony
· Integrated all LOBs into a single corporate-wide business and technology architecture

AUSTRALIAN TRANSPORT MINISTRY (STA) March 1991 - May 1992
PROJECT DIRECTOR Sydney, Australia

State Transit Authority of NSW (www.sydneytransport.net.au) manages one of the world’s largest bus and ferry operations. Carries 222M passengers p.a. Employs 4,700 staff. Turnover of $500M
· Directed one of the largest IT projects ever undertaken by a state government - The streamlining of Sydney’s public bus and ferry transportation system. This was a turnaround situation; two high-profile predecessors were unsuccessful
· Under my leadership, the project was delivered on time and under budget
· Increased patronage by 12%; Produced a bottom line profit of $5M
· Conceived and re-designed new business processes, responsible for annual savings of $10M
· Selected, assembled and managed from scratch a new project team of 75
· Agreed upon a new management approach and a new project timeline with the State Board
· Vendor contractual negotiation, selection, and deployment of new technology
· Worked with industrial relations specialists to re-negotiate new employment conditions for drivers and depot staff (to justify program payback) with hostile trade unions
· Marketed project technologies, expertise and implementation methods to other states. Further revenues were realized from those transactions.
