March 2002 to July 2002 Age Concern England Interim Project Manager

Age Concern England, as one of the UK’s 5 largest charities, is planning to launch a membership scheme with a target of 1 million members within 5 years.

· My initial role was to identify the IT requirements to support membership and fundraising and to recommend internal solutions.
· On commencement I identified major gaps in the business plan and worked with ACE to strengthen the business plan.
· Recommended against ACE’s initial plans for an internal IT solution due to shortfalls in internal IT and service management competencies and need to manage fixed costs.
· Defined and gained agreement for the requirements for fully managed, outsourced business processes covering membership and fundraising administration and marketing including direct marketing, response handling, call centre services and fulfilment.
· Developed an Invitation to Tender (ITT), identified qualified suppliers and managed a formal selection procedure reporting to a Steering Group of Directorate members.
· Initiated steps with ACE management and the current provider of fundraising services to improve the quality and effectiveness of the fundraising service
· Prepared business and financial plans for membership scheme.

August 2001 to February 2002 Railtrack Interim Head of IS Service Management

Railtrack was in the process of re-organising the management team of the IS function which created the need for a new Head of Service Management. My role was to manage IT service delivery (desktop, network, midrange and mainframe services) and change management into the business using principally outsourced suppliers. I managed some 30 internal staff plus £35m pa external outsourced contracts with four major suppliers.

· Key achievement was to stabilize & turn-round relationships with two of the external service suppliers & chart an agreed way forward.
· Clarified internal management structure to pinpoint responsibilities and internal management communications needs, dramatically reducing management time spent in co-ordination meetings.
· Developed terms of working with IS Development to improve quality of implementation of new services.
· Reduced headcount and planned for a dramatic reduction of headcount which was halted on administration.
· Recruited my successor and introduced him to the role.

March 2001 to June 2001 Age Concern England Interim IS Director

Acted as Interim IS Director for Age Concern when the previous incumbent left abruptly. See case study attached at end of cv.

· Managed IS Team introducing devolved budgetary control and accountability.
· Initiated Board level communications re strategy & IS changes to gain buy-in.
· Managed change of outsourced support supplier introducing risk management procedures.
· Project managed major Notes based Extranet project, planning a national relaunch.

I held three board level appointments in subsidiaries (see below) of VNU the Dutch-based, multinational Publishing and Information Services Group

APRIL 2000 to JANUARY 2001 TECHNICAL SERVICES DIRECTOR - ABACUS

Abacus Direct was a new start-up joint venture between VNU & Doubleclick acting as a direct marketing company focused on the mail order industry and launched in the UK in 1999. It is a database company that had inadequate systems & inadequate project management. These 2 factors were severely constraining growth, customer service & profitability. My responsibility was to stabilize existing systems & processes & prepare the company for launch in Germany, France & Japan. I reported to the European MD. International expansion was put on hold following the dotcom crash and so I chose to take redundancy in order to focus on interim management.

Responsibilities and achievements:

IT Stabilised existing systems
Developed long term strategy & commenced implementation
Successfully introduced project management standards & acted as programme manager on development projects

Internet One of 3 Directors responsible for developing strategy.
Responsible for operational management of mass eMail marketing.

MARCH 1998 to APRIL 2000 DIRECTOR of OPERATIONS & INFORMATION CLARITAS EUROPE

Claritas is a £40m direct marketing information subsidiary of VNU active in 7 European countries. I reported to the Chief Operating Officer.

I inherited a central group of 130 people providing back office services to the rest of the Claritas Group in 7 European countries. These services were expensive & of unsatisfactory quality. New IT systems were just being introduced which failed. This left major Y2K & cost problems. I planned and introduced major changes that led to annual savings of well over £1m & greatly reduced fixed costs. This was achieved within budgets & without unplanned disruption to the business. This involved major outsourcing and headcount reductions. I acted as project sponsor and programme manager for these major IT led business changes

Responsibilities and achievements:

Operations Decentralised &/or outsourced most operational functions including:
· data acquisition - decentralised
· data capture - outsourced to Sri Lanka and Philippines with closure of internal 65 strong department
· data management - decentralised & replaced all systems mainly with outsourced solutions

IT Recommended & managed decentralisation & outsourcing (50 staff reduced to 7)
Managed successful outsourcing project which gave better service &
lower costs. Took personal responsibility for HR issues
Overcame Y2k issues.
Major role in Internet strategy & realisation.
Carried out several technical due diligence investigations of companies.

Rolled out Lotus Notes in London & implemented BIENet for inter-company communication across the European Operations of VNU

Case study: Age Concern: Bridging the GapAge Concern is the largest organisation in the UK concerned with older people. Age Concern England, the national body, has an annual turnover in excess of £29million and has increasingly needed effective computer based information systems to undertake its work. The role of IT Director is pivotal to the success of the charity. When the first IT Director left, the charity was faced with finding a replacement quickly. Speed was essential as the Information Services department at Age Concern England was going through a period of major change. Ian Nowell, Age Concern England's Central Services Director, turned to the Internet as a first move in filling the post. He contacted ExecutivesOnline, a specialist consultancy with an approved register of over 1,500 interim management professionals. Through a process of project definition, candidate selection and interview, John, an interim expert with vast experience of IT systems management, was appointed within four days! In taking on the IT remit and working in concert with the leaving IT Director, John was able to quickly draw up a list of priorities and key responsibilities. He assumed overall management accountability for the IT department and guided the process of change to new outsourced suppliers. "Importantly, John's contribution minimised the risk of this transition," said Ian Nowell. At the same time John led a major re-launch of Age Concern's intranet, designed to provide smooth communication between Age Concerns throughout England. The assignment, although lasting only three months, ensured that Age Concern England also benefited from John knowledge on IT strategy. A permanent IT Director replacement was found within the period and so John was also happy to assist in this handover. "John easily exceeded his brief," said Ian Nowell. "His contribution has been enormous and we are pleased to say that we are still in touch on a regular basis."
